Carlos Fénero fue el responsable del Departamento de Cine y TV de la Central Única de Trabajadores (CUT), grupo que desarrolló su labor desde 1970 y fue interrumpido por el golpe de estado de septiembre de 1973. Mediante palabras y caminatas por determinados sitios de Santiago de Chile, Fénero reconstruye la faena de dicha unidad fílmica, en particular, la realización de Un Verano Feliz.
